What is the 
Electoral College ?

The Electoral College is a process, not a place.  The founding fathers established it in the Constitution as a compromise between election of the president by a vote in Congress and election of the President by a popular vote of qualified citizens.
The Electoral College process consists of the ( selection of the electors,) the meeting of the electors where they vote for the President and Vice President, and the counting of the electoral votes by Congress. 
The Electoral College consists of 538 electors :
This number comes as follows:
1/  House of representative 
has had  435  voting members.
2/  The Senate 
There are 100 senators in congress, two from each state.
3/  District of Columbia 
According to the 23rd. Amendment of the Constitution the District of Columbia is allocated 3 Electors and treated like a state for purpose of Electoral College.
4/  The sum of the above will be 
538 electors. A majority of 270 Electoral votes is required to elect the president.
To clarify this process, I will explain what are the two parts of the US Congress.
1/  The House of the Representative, is the larger chamber of the Congress. Since 1912 has had 435 members. However the distribution of members among the States will change every 10 years when the count number of people in each state is conducted. The result of the census will determine the number of the representatives each state should have .
2/ The senate 
There are 100 senators in congress, 2 from each state, all States have equal power in the senate, States with very small population have the same number of senators as states with large population.
The presidential election is held every 4 years:
On Tuesday, after the first Monday in November. This election will help choose the State electors when the citizens vote for President.
The meeting of the electors takes place on the first Monday after the second Wednesday in December after the election.
The President - Elect takes the oath of office and is sworn in as president of the United States of America on January 20th in the year following the presidential election.
